The National Information Technology Development Agency (NITDA) has informed the House of Representatives that the Integrated Personnel Information System (IPPIS), the University Transparency Accountability Solution (UTAS), and the University Peculiar Personnel and Payroll System (U3PS) have failed their integrity tests pertaining to university payroll.
The NITDA gave this information to the legislators who had invited the agency along with the National Salaries, Incomes, and Wages Commission to resolve strike-related issues.

According to NITDA, after the initial examination, ASUU was requested to return and review, which it did. Second time around, however, the platform did not match NITDA criteria.
“For the third time, NITDA was asked to test UTAS, IPPIS, and U3PS, and all three platforms failed its requirements for university payroll systems,” NITDA stated.
The Speaker of the House, Gbajabiamila, questioned if NITDA had recommended the government to address the deficiencies discovered on IPPIS, which has been in operation by FG since 2011, but NITDA stated that it was unable to do so.
Additionally, NITDA indicated that it never queried the IPPIS system.
In the meantime, the Head of Service of the Federation, Mrs. Folashade Yemi-Esan, reported that the Ministry of communications and digital economy wrote her office in response to NITDA’s observation about IPPIS regarding the need to examine the platform holistically, and that a committee was appointed to carry out the task.
She stated, “IPPPIS is not simply a payment platform; it also has a human resource component, which all government departments have been instructed to activate,” adding that all those under her direct supervision have now complied.
